Stanley Pryor has more than 39 years of experience in providing training and technical assistance to federal, state, and local governments; and to community-based organizations and advocacy groups in program development, needs assessment, community partnerships and planning. His faculty appointments include the Georgetown University, School of Medicine (Research Associate) and the Virginia Commonwealth University, School of Social Work (Assistant Professor). Since 1976 he has worked in the human services field with vulnerable populations including crime victims, people with disabilities, American Indian/Alaska Native groups, and young children. As a senior program manager for ICF International, he served as project director for the Office for Victims of Crime (OVC), Training and Technical Assistance Center (TTAC) contract, managing the delivery of technical assistance and training to federal, state, local and tribal victim service providers and allied professionals across the Nation. Throughout his career Mr. Pryor has gained expertise in designing, developing and implementing adult learning training and technical assistance initiatives for the federal government (Departments of Justice and Health and Human Services), universities (e.g., Georgetown University, Virginia Commonwealth University), and state and local faith-based and community organizations. He managed the development of numerous training curricula and materials and Technical Assistance toolkits, including Strategic Planning Tool Kit for Victim Service Organizations, Victim Notification and Safety in Relation to Offender Reentry, The Essential Elements of State Child Care Administration, and Preventing Child Abuse and Neglect of Disabled Preschoolers.

As Project Director for OVC TTAC, his responsibilities included project management, coordination with OVC senior management, budget development, and coordination and delivery of training and technical assistance (TTA) to the field of victim services. He was the principle presenter for OVC at national conferences related to OVC TTAC, facilitated OVC national symposiums, the Victims of Crime Act Administrators and Tribal Victim Assistance working group, and the DOJ OVC/ Bureau of Justice Assistance (BJA) federal working group on Anti-Trafficking task forces. He developed the training and technical assistance contractual system for OVC TTAC. This work included developing the infrastructure and written guidelines for the OVC technical assistance response to requests from both federal and non-profit agencies, the review and approval policies and procedures for the OVC scholarship, conference support and conduct guidelines for all OVC consultants. Additionally, he was a strategic OVC partner in the design and implementation the OVC training strategy; developing Technical Assistance blurbs for the OVC annual Report to Congress, and the re-design of the OVC National Victim Assistance Academy. Most recently he managed and facilitated a six month series of meetings for the Department of Justice, Office for Victims of Crime and the Bureau of Justice Assistance (BJA), bringing more the 16 Federal agencies together as a working group to determine the technical assistance and training needs of the 42 BJA funded Anti-Human Trafficking task forces. He managed the development of the final report to the General Accounting Office on the working group which provides the framework for future training and technical assistance to the task forces.

Jesucita Hernández is an enrolled member of the Pascua Yaqui Tribe and Native Arizonan. In April 2003, she was hired by her tribe to develop and create a victim service program. She also formed a crisis response team to help eliminate the gaps between outside agencies and the Pascua Yaqui Tribal. As time moved forward, she was able to bring speakers and trainers to the team, as they educated team members and elevated their own knowledge and expertise. She was selected by the team to chair and facilitate the crisis response team, now known as the Guadalupe Intervention Support Advocacy Team, which continues to thrive today. This program continues to grow and provide increased funding for the Walking in Balance Victim Services, which was an Office for Victims of Crime (OVC)– and Office of Violence Against Women–funded program. After six years in direct services, she transitioned into a new role as a Training and Technical Assistance (T&TA) Provider with Unified Solutions. She has worked as a Program Manager from 2008 to 2012 providing T&TA support to Tribal Victim Assistance grantees, Children Justice Act grantees, and Faith Based Grantees. She transitioned into the role of a Training and Technical Assistance Director in 2012 under the Coordinates Tribal Assistance Solicitation. She continues to assist OVC grant-funded programs as the T&TA Director. Today, Jesucita loves working with teens and serves as a youth minister for her church.

Marlene Minnette formerly worked as a Village Police Officer in Mekoryuk, AK, wherein she assisted the Village Public Safety Officer with domestic violence calls, ensured safe housing for women and children, received training for suicide prevention, and coordinated with Search and Rescue Teams to ensure they had the necessary supplies to complete Search and Rescue missions using snow machines in harsh climates. Marlene has experience coordinating with Alaska State Troopers to ensure proper reporting and victim caseload management between the Village Public Safety Officer Program and the Alaska Department of Public Safety. Marlene has a strong technical background and is proficient with data entry, data reporting, social marketing, InDesign, and program communications. Marlene believes that “if you have positive action and you combine it with positive thoughts, you will be successful.”

Marlene is an enrolled Cup’ig (joop-igg’) tribal member with the Native Village of Mekoryuk in Alaska. Before joining Unified Solutions as the Alaskan Technical Assistance Specialist, Marlene worked as a Program Specialist for the Coastal Villages Region Fund in Anchorage, AK. Marlene was responsible for planning and coordinating the development, implementation, and execution of sub-programs and special projects designed to achieve the overall mission, goals, and objectives of the Coastal Villages Region Fund. The Coastal Villages Youth Leadership Program promotes leadership, personal development, and citizenship among youth (ages 14-19) in resident member communities.

Rachel Lane joins Unified Solutions with a background in women’s studies, family relationships, general and child psychology, finance, customer service, data collection, and program reporting. Rachel brings over nine years of experience working in a detail-oriented corporate environment and was an asset to her team in bridging the gaps between superior customer service and internal data requirements.

Rachel was hired by Unified Solutions in October of 2018 as a Data Collection Specialist. In this role, Rachel excelled in optimizing and elevating Unified’s data collection process in accord with federal grant requirements. In April of 2019, Rachel was promoted to the role of Technical Assistance Specialist in recognition of her dedication and service to OVC tribal grantees. Rachel works closely with her supervisor, Jesucita Hernández, in support of Unified’s mission and initiative to provide dedicated Training and Technical Assistance to grantees who are awarded through the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime.

Rachel currently serves as the lead TA Specialist for Unified’s partnership with the National Mass Violence and Victimization Resource Center (NMVVRC). In this role, Rachel researches and compiles valuable resources that are specific to Native American communities in the event of mass violence and/or domestic terrorism. Rachel’s involvement with this project will assist in developing culturally-specific resources for American Indian / Alaska Native communities in preparation for and/or in response to acts of mass violence.

In her local community of Virginia, Rachel served the school system for seven years as a referee and Head Coach of the girl’s Junior Varsity and Varsity Field Hockey Programs. During this time, Rachel enjoyed having the opportunity to grow with, support, and coach these young women during an impressionable season of their lives. Rachel strives to be a positive example and understands how the confidence and knowledge gained on the field can extend far beyond the sport. Rachel is a member of her local historical society and contributes to the community’s conservation efforts through the Northern Neck Ducks Unlimited Chapter. One of Rachel’s favorite quotes is, “Teamwork makes the dream work,” and she holds true to this with her family as well as in her work environment. Rachel thrives on supporting her team members by providing effective and efficient Technical Assistance, and she is happy to help in any way she can.

Kristie M. Traver joins Unified Solutions with more than 12 years of leadership experience working to support victim services programs, particularly organizations serving American Indian/Alaska Native populations and victims from other marginalized communities.

Kristie previously served as Co-Director of the National Indian Country Clearinghouse on Sexual Assault Alaska Office; Victim Services Manager in the remote Alaskan village of St. Paul Island, Alaska; Domestic Abuse Victim Advocate (DAVA) for Naval Station Guantanamo Bay, Cuba; Consultant for the Washoe Tribe of Nevada and California on child victim advocacy program development; and Executive Director of a dual sexual assault/domestic violence community non-profit agency in rural Nevada. Throughout these various roles, Kristie developed expertise in the delivery of interpersonal violence education programming, developing trauma-informed healing programs for victims and survivors, and creating culturally competent victim advocacy services.

Kristie is a graduate of the National Tribal Trial College, wherein she earned her certificate as a Tribal Court Legal Advocate and is a certified SAFESTAR layperson sexual assault forensic exam provider. Additionally, Kristie brings more than 20 years of experience in the not-for-profit human services field working in roles such as community outreach, fund development, program development, and marketing.

Tiffany Saunders joins Unified Solutions as a graduate of Old Dominion University with a Bachelor of Science degree in Criminal Justice. Tiffany began her career with the Virginia Department of Juvenile Justice (DJJ), based in Norfolk, VA. Tiffany held multiple positions within the department and was quickly promoted to Senior Probation Officer, wherein she worked closely with the Diversion Unit Supervisor to support the overall mission of DJJ. Tiffany’s experience with DJJ afforded her the opportunity to work with victims and defendants alike while navigating the criminal justice system. Tiffany previously served as an active member on multiple justice reform committees for the city of Norfolk, to include: chairing the Purpose of Juvenile Detention Committee; serving as founding member of the Commercial Sexual Exploitation of Children Committee; and serving as the local Juvenile Detention Alternative Initiative Coordinator for the Norfolk Court Service Unit.

Tiffany currently resides in the gorgeous Hampton Roads Region of Virginia, but her roots are deeply planted in the Northern Neck of Virginia where she was raised. Tiffany is married to her high school sweetheart, Michael, and they have three beautiful daughters together: Layla, Lily, and their dog, Peanut.

Tiffany Wittman has worked with Unified Solutions since 2016. Tiffany began her employment with the organization as the Research and Accounting Specialist. Tiffany excelled in this role with her abilities to support the organization and eventually transitioned to the role of Human Resource and Finance Specialist, as the growing need to bridge the two departments arose. Tiffany brings valuable experience from having worked in the areas of bank management, customer service, and financial training. Tiffany is experienced with payroll and time management; staff training and recruitment; financial document support; policies and procedures; budgeting and spending; and the development of organizational culture. Tiffany is particularly experienced in the areas of financial management and labor relations. Tiffany brings an understanding of and the ability to effectively manage sensitive information, such as personnel files, federal forms, performance evaluations, and many other documents that contain sensitive and confidential material. Tiffany provides support and advice to operational managers and executive staff on a daily basis.

Tiffany lives in Virginia with her husband, Josh, their four boys, and their yellow lab. Tiffany graduated from Mary Baldwin University with a Bachelor’s Degree in History. She is active in her community, where she volunteers at a local women’s shelter as well as the local Ducks Unlimited Chapter, where she serves as Treasurer. Tiffany is a member of her local historical society, as she believes it is imperative to preserve the past for our future generations to enjoy and learn upon.
